The Ministry of Local Development was established with the Presidential Decree No. 325 of 1999 concerning the formation of the Ministry, which was headed by  Dr. Atef Mohamed Obeid, Prime Minister, and  appointing  Major General Mustafa Abdel Qader as a Minister of Local Development, and a Presidential Decree No. 380 of 1999 was issued containing the goals and functions of the Ministry.

During the current period, the Ministry of Local Development has made  various achievements in a number of fields and files of interest to Egyptian citizens in various governorates of the Republic, aimed at improving public services to citizens, increasing the resources of governorates and safeguarding  the State properties  and rights.

The strategic framework of the ministry:

It is represented in a developmental and service role through coordination with the relevant ministries and the ministry and between governorates with regard to local development through:

A coordinating role :

 Coordination between the various efforts that work for the development of local communities and local administration units in all governorates of Egypt.

 •  Participation with the concerned ministries, governorates and other parties in developing and upgrading the local administration units

• Contribute to the economic and social development plan, in partnership with the governorates.

• Recording the economic and social view of villages, hamlets and slums.

. • Drafting the necessary projects to upgrade the level of services in the aforementioned areas (drinking water – sanitation  - electricity - roads - schools - health units – hygiene

• Drafting the necessary projects to improve the economic conditions in the aforementioned areas, determining the prio

rities of the projects, then determining the feasibility of each project and the time required for its implementation.

• Determining the target to be achieved for population growth at the level of each village, hamlet, and slum area, and formulating programs that cooperate in achieving this goal.

• Assembling governorate projects and identifying appropriate funding sources.

 • Raising awareness in neighborhoods and villages of the importance of popular participation in development projects and the preservation of facilities

 

  1. Meet The Minister

. Major General / Mahmoud Sayed Abdel Hamid Shaarawy

. Age: 62 years.

Place of birth: Cairo Governorate. Graduated from the Police College in 1981

Fields of work: He joined the Central Security Sector, then joined the National Security Sector, and was included in it until he reached the Assistant Minister of Interior for the National Security Sector, and after that, he was appointed Assistant Minister of Interior for the Ports Sector, and then Assistant Minister for Economic Security, and on June 14, 2018, a presidential decree was issued appointing him as Minister of local development .

 

Ministry Initiatives

During the past six years since President Abdel Fattah El-Sisi took over, the Ministry of Local Development has implemented various achievements in a number of fields and files of interest to Egyptian citizens in the various governorates of the Republic, aiming to improve services provided to citizens, increase the resources of the governorates and preserve state property and rights. The Ministry of Local Development and its affiliated bodies have completed several projects, as the amount spent on the implementation of these projects during the period from July 2014 to June 2020 amounted to 157 billion pounds, benefiting about 90 million citizens.

The Presidential Initiative “A Decent Life”

 The President of the Republic launched the “Decent Life” initiative at the beginning of 2019, and  called for the government and civil society organizations to unite to provide a decent life for the regions and groups most in need, and about 1.9 million people benefit from the initiative in the first phase. 276 villages with poverty rates exceeding 70% were selected in 11 governorates, and An amount of 1.2 billion pounds was spent to start implementing the villages of the first phase, in which the poverty rate exceeds 70%, and they are 143 villages in 11 governorates, including the following:

 • 109 road paving projects.

• 122 electricity and lighting projects.

• 28 school projects.

• 45 health units.

 • 37 sanitation projects.

 • 79 drinking water projects.

 • 87 different projects•

The national program of improving and developing the Egyptian villages. 

An amount of 10.5 billion pounds was spent in self-financing, a public Treasury for the state, and internal and external grants to implement a number of 2291 projects to meet the needs of villagers. About 13 million citizens benefited, a total of 650 villages, for a total of 1684 projects. Some of these projects are illustrated below:

 

Local development program in Upper Egypt in( Quena -Suhag).

This program has been implemented as the directives of the President of the Republic regarding supporting the  comprehensive development in the governorates of Upper Egypt, in order to be more attractive to investment, and to enhance the competitive advantage, create a business environment and climate for investors and improve the level of services provided to citizens in various sectors by enhancing the effectiveness and empowerment of local administration, improving infrastructure and developing the local economy, partially financed by a $500 million World Bank loan and a contribution from the Egyptian government amounting to $457 million.
