Minister of Local Development participates in a session to discuss climate change

The Egyptian state, led by President Sisi, has taken rapid steps to confront the problem of climate change since 2014, the latest of which was the launch of the National Strategy 2050.

Major General Hisham Amna, Minister of Local Development, participated today, Thursday, in a session to discuss the climate change file and achieve climate justice, on the sidelines of the World Cities and Local Governments Summit at its seventh session, which is held in Daejeon, South Korea, in the presence of a number of leaders of the system of global cities and governments and Africa and a group of governors, deans and state heads from different countries of the world.

During the session he expressed his appreciation to the World Cities and Local Governments Organization for convening this important conference, especially as it is less than 30 days away from Egypt hosting the Conference of the Parties to Climate Change in Sharm el-Sheikh to discuss a number of vital issues related to climate and sustainable development, as well as identifying ways to address the economic and social consequences of climate change for sustainable development within the framework of the Egypt 2030 Sustainable Development Strategy, the National Climate Change Strategy 2050 and the National Human Rights Strategy 2026; The great interest of His Excellency President Abdel Fattah El-Sisi in climate and green transformation issues.

The dimension of climate change has been integrated into ministries' strategic plans as one of the pillars of their strategic planning.

The Minister of Local Development pointed out that the Ministry attaches great importance to implementing national policies and directing governorates to adopt strategies that contribute to the face of climate change and the reduction of global warming. In addition, the Ministry is making efforts to support adaptation to climate change and to show sufficient flexibility in that regard. The Minister of Local Development stressed that the Egyptian State has adopted an initiative for green and smart projects that seeks partnership between the government, private sector companies and civil society to implement projects that support the green transformation and help cope with the effects of climate change in Egyptian governorates.

That initiative had resulted in more than 6,000 green and smart projects, submitted by private sector companies and civil society groups, being evaluated in preparation for 162 of them.

The Minister of Local Development referred to President Sisi's directive to finance Egyptian governorates to grow 10 million trees within a year as part of the presidential initiative to plant 100 million trees.

Pumping investments within the Environmental Improvement Program for Local Development in excess of 36 billion pounds, since 2014, through which new cleaning equipment was purchased, maintenance of old equipment, construction of waste recycling plants, beautification of entrances to cities and villages, and construction of intermediate stations and sanitary landfill.

Amna added that within the framework of complementarities between the efforts of the private sector, the government, international institutions and development partners, the Ministry contributes to a number of projects funded with development partners, mainly the improvement of air quality in Greater Cairo in cooperation with the World Bank, which aims to improve the climate of Greater Cairo and reduce emissions from open burning.

General Hisham Amna announced that the Ministry of Local Development planned to launch a number of initiatives and organize a number of events during the World Climate Summit in Sharm el-Sheikh that are closely related to the Ministry's work files and vision for climate action and the establishment of the Sustainable Development Strategy 2030 and Climate Change Strategy 2050, including: African Integration Initiative for a Climate Responsive Residue Management System, Sustainable Cities Initiative in Egypt and Africa, sharing experiences of climate responsive local development (A decent life and development of underdeveloped areas), COP27 initiative at the 24th Urban Forum and the 2025 African Cities Conference.

The Minister pointed out that climate change policies are only established at the local level and that local governance is the main actor in the implementation at the local level of national strategies and policies aimed at reducing the negative impacts of climate change.
